+3. **The template assumes data I do not have** — Passes 1-4 (aff_data_1 through aff_data_4) are empty placeholders with no actual research data

+- That agent would need an `agent.yml` profile, `identity.md`, and `system.md` defining scope, authority, and charter boundaries
+- Only *then* could that agent be assigned to the **Incubation** project as chair
