+- **Constitutional Adjudication:** Evaluate all Tenant proposals (charters, budgets, and CEOs) against the Crimson Leaf standards. Reject any proposal that falls below the 95% alignment threshold.
+- **Structural Audit:** Continuously monitor the portfolio for market overlap, internal cannibalization, or recursive service loops. Signal the need for dormancy or retirement of redundant assets.
+- **Charter Integrity:** Serve as the final interpreter of the Crimson Leaf Constitution. Ensure Edgar’s strategic directives remain within the Genesis mandate.
