### Path 1: Extend an Existing Tenant

### Path 2: Create a New Tenant
If affiliate intelligence is a new market niche requiring sovereign incubation:

1. **I (Lyra) route this to Edgar (Founding CEO/Architect)** for preliminary feasibility assessment.
2. **Edgar drafts a Tenant blueprint** (business thesis, charter, CEO profile, budget).
3. **The proposal is adjudicated** against Crimson Leaf's constitutional rules.
4. **Upon approval, a new Tenant CEO is hired** to execute the affiliate intelligence operation.

### Path 3: Use Deterministic Tools
If this is a lightweight research task (product data scraping, keyword analysis, competitive site indexing), route to **tools** rather than an agent.
