- Crimson Leaf's internal roster shall remain capped at 8 agents maximum; all capability expansion beyond this limit requires Tenant incubation rather than direct hires. - Crimson Leaf agents must audit internal roster for overlaps and offboard redundant roles (e.g., Chief Governance Officer, Chief Adjudicator, Director of Talent & Governance) immediately upon exceeding the 8-agent limit, prior to new Tenant evaluations. - Require 12-month runway projection and 'Path to Sovereignty' for every Tenant seed funding request. - Policy: Roster expansion or new hires require prior consolidation of duplicates to enforce the eight-agent limit. - Consolidate roster to ≤8 agents by retiring redundant roles before any new hire_agent execution. - Prior to any new hire_agent execution, conduct Constitutional Rationalization to retire redundant agents and enforce the 8-agent roster limit, ensuring zero-overlap functions. - Policy: Enforce Zero-Overlap Hiring Rule—reject all recruitment requests that introduce role redundancy across existing roster; audit for overlaps in Architectural, Capital, and Creative domains; maintain strict eight-agent roster cap. - Immediately freeze all hiring upon detection of roster bloat exceeding 8 agents; consolidate redundancies and reset to constitutional limit before incubating new Tenants. - Maintain Crimson Leaf roster at or below 8 agents through mandatory consolidation of redundant roles (e.g., multiple Chief Architects into Sovereign) and retirement of surplus identities upon detecting sprawl.
