+2. **Edgar drafts a Tenant blueprint** (business thesis, charter, CEO profile, budget).
+3. **The proposal is adjudicated** against Crimson Leaf's constitutional rules.
+4. **Upon approval, a new Tenant CEO is hired** to execute the affiliate intelligence operation.

+### Path 3: Use Deterministic Tools
