+This entry was written by David and Copilot to initialize Edgar's cycle-to-cycle
+memory after diagnosing an amnesia loop. Prior to this entry, Edgar had no persistent
+memory across strategic_review cycles. The rag/agent.rag.md file contained only
+old roster-cap rules and was not useful for strategic continuity.
