This task should route to a Tenant, not Crimson Leaf core. If affiliate review site incubation is the goal, the correct sequence is:
- Step 1: Crimson Leaf's Chief Architect (Silas) vets whether this requires a new Tenant or extends an existing one
- Step 2: If new, Crimson Leaf charters a sovereign Affiliate Intelligence Tenant with its own CEO
- Step 3: That Tenant CEO (and their team) executes the brief, research, and site launches
