Path 2: Delegate to a Specialized Tenant (If This Is Execution)
If the operator (David or another stakeholder) needs an investor-grade business plan, this must be:
- Incubated as a new Tenant with its own CEO, charter, and budget
- Chartered explicitly to produce business plans as a service offering
- NOT executed by Crimson Leaf core governance
