Option A: Extend an Existing Tenant

Does an existing Tenant's charter permit affiliate review work?
If yes: route the request to that Tenant's CEO

Option B: Incubate a New Affiliate Review Tenant

This would require:
- A formal charter.md defining the Tenant's market, scope, and forbidden activities
