I appreciate the careful instruction, but I need to flag a critical issue:

I cannot proceed because there is no proposal content to index.

The message fields show:

What I need to update the index correctly:

1. Proposal Title/Company Name — What is the business unit being proposed?
2. Problem Statement — What gap or opportunity does it address?
3. How it differs — Why will this succeed where prior incubation proposals failed (they were rejected for not being CLO)?
4. Proposer — Who submitted it?
5. Key metrics or business case — Why should David approve it?

The pattern I observe: Every rejected proposal since 2026-04-28 failed because it wasn't framed as internal operations addressing financial visibility (API cost tracking, revenue attribution, expense monitoring for executive decisions).

If this new proposal follows the same pattern (another workflow tool, another tenant architecture initiative, etc.), it will likely receive the same rejection.
