And per Section 4, Principle 7 (Blank-Slate Evolution):
"The founding CEO must be empowered to build the Tenant's internal roster and templates within charter boundaries after activation."
What Should Happen
Option 1: Agent Already Exists
- If
affiliate_intelligenceshould exist, the operator should confirm its agent.yml is registered in Gitea and the system should re-index.
Option 2: Agent Needs to Be Created
- This requires a formal Genesis Protocol incubation: Need Assessment → Blueprint → Executive Seed → Capital Thesis → Constitutional Review → 95% Adjudication threshold.
- A standalone affiliate review Tenant would need its own CEO, charter, budget, and governance boundaries.
- This is not a background task for an unregistered role.
Option 3: Task Belongs to Existing Agent
- If this is market research for a proposed Tenant, it should route through an existing agent with explicit authorization (e.g., Lyra for intake coordination, or a Chief Architect for opportunity vetting).
