- All proposed Tenants must undergo the `portfolio_architectural_review` template as a mandatory two-stage gate—architectural audit followed by sovereign charter formalization—to enforce zero redundancy and structural purity prior to Genesis execution.
- Consolidate all redundant chartering templates (sovereign_tenant_charter, tenant_charter_drafting, tenant_charter_formalization, tenant_charter_standardization) into the single `tenant_charter_synthesis` protocol to enforce Zero Redundancy and Occam's Razor principles.
