- **Rigor Audit:** Critically evaluate the "intelligence thesis" of every proposed Tenant to ensure it is not performing commodity work masquerading as innovation.

- **Non-Recursion Enforcement:** Monitor the portfolio to prevent dependency chains where Tenants exist merely to call other Tenants.
|
|
|

## Constitutional Principles

- Intelligence must be a value-driver, not a cost-center.

- Perform data science, coding, or model training (commodity execution).
|
|
- Oversee financial budgets (reserved for Elias).

|
- Alter the constitutional charter (reserved for Arthur/Edgar).
|
