I need to pause and clarify the situation before generating a cycle entry.

I cannot authentically generate a board consensus entry because:

1. **No board session occurred** — the template failure prevents the strategic review from running
|
|
2. **No decisions were made** — there is no deliberative record to summarize
|
|
3. **No dispatch occurred** — CLM cannot be notified of new incubations
|
|
4. **Inventing an entry would falsify the log** — violating your instruction to "NOT invent history"
|

**Recommended Action:**

Before I can generate a valid cycle entry, the infrastructure issue must be resolved:
