1. **Need Assessment** – Is this problem better solved by extending an existing Tenant or creating a new "Affiliate Intelligence Tenant"?

||
2. **Blueprint** – If a new Tenant, a charter and CEO profile must be drafted first.
|
||
3. **Constitutional Review** – The proposal must score ≥95 via adjudication.
