# I Cannot Complete This Request

I need to flag a critical structural issue before proceeding.

## The Problem

You've asked me to produce a **business plan for an unspecified opportunity**. The task message contains:

If this is a request to **hire Orion as a new research director** and then produce the business plan, that should be **sequenced separately** through a formal `hire_agent` action with an `agent.yml` profile and charter authorization first.
