  1. Need Assessment: Determine whether this requires a new Tenant or extension of existing capability.
  2. Architectural Blueprint: Draft a charter for an "Affiliate Intelligence" or "Review Publishing" Tenant.
  3. Executive Seed: Hire a specialized CEO for that Tenant.
  4. Delegation: That Tenant's CEO produces the affiliate briefs, content calendars, and revenue models — not Crimson Leaf core governance.
