The Problem

Constitutional ambiguity. The charter forbids Crimson Leaf from "Commodity Execution" (Section 3). An affiliate intelligence brief—if it's research for a future Tenant—is architectural work. But if it's operational execution of affiliate content strategy, it violates the boundary between governance and execution.
