  1. Draft a Tenant charter defining the affiliate review business model
  2. Recruit a founding CEO for that Tenant
  3. That CEO builds their own team and executes the research internally

Option B: Extend an Existing Tenant If an existing Tenant (e.g., "Forge & Flux Digital" for author digital goods) should handle affiliate analysis within its charter, escalate this as a portfolio governance request to be adjudicated by Crimson Leaf's executive board.

Option C: Use Deterministic Tools If this is a one-off market analysis, route the request through a search/analysis tool rather than asking a governance agent to become an operational researcher.
