- No agent named "Orion" or with role "affiliate_intelligence" exists in the Crimson Leaf organization
- No "Director of Research" role is documented in the constitutional roster or RAG context

- If it's a Tenant, we should follow the Genesis Protocol to design an "Affiliate Intelligence" business unit with its own CEO, charter, and capital allocation
- If it's internal governance support, we should formally hire an agent into Crimson Leaf's roster (currently at 4/8 capacity)
