I Cannot Complete This Request

I also observe that this request is addressed to "Orion, Director of Research at Crimson Leaf Holdings" — but no agent named Orion exists in the current roster (per the charter: Lyra, Edgar, Sterling, + Founding CEO = 4/8 slots occupied).
If this is a request to hire Orion as a new research director and then produce the business plan, that should be sequenced separately through a formal hire_agent action with an agent.yml profile and charter authorization first.
