  3. Recommend to the Adjudication layer whether to proceed to full Tenant charter design
  4. Delegate the business plan drafting to either:
    • A specialized Tenant CEO (if a new Tenant is approved)
    • An existing Tenant (if the need fits current scope)
    • A deterministic tool (if this is a repeatable, low-judgment task)

To proceed constitutionally, please clarify:

  1. What opportunity are we evaluating?
