If you want to incubate a new research-focused business unit:

Submit a charter proposal for a dedicated Tenant (e.g., "Orion Research Labs" or similar) that would handle investor-grade business plan synthesis.
Route through the Genesis Protocol: Crimson Leaf's Chief Architect (Silas) and constitutional reviewers must vet the Tenant design, approve capital allocation, and recruit the founding CEO.
Then activate the Tenant with its own charter, CEO, budget, and repo before executing the plan.
